Joel Kintsel Joins OCPA As Executive VP

The Oklahoma Council of Public Affairs (OCPA) has announced the hiring of Joel Kintsel as Executive Vice President.

Kintsel will not only serve as OCPA’s effective chief of staff, but also will focus his research on Constitutional Law issues, regulation, liberty and federalism.

“Hiring Joel is a big step forward for OCPA,” said OCPA president Michael Carnuccio. “He is one of the most highly regarded people in the realm of public policy in Oklahoma. He is a Constitutional scholar and is the state’s foremost expert on Oklahoma legislative procedure and will bring a lot of managerial experience, character, enthusiasm and intellectual heft to our organization. We are really excited about the future.”

Previously, Kintsel served as Clerk of the House, Chief of Operations and Parliamentarian for the Oklahoma House of Representatives under four consecutive House Speakers. In these roles, he has supervised a staff of nearly 150 employees and managed an $18 million annual budget. Kintsel also presided over the most comprehensive modernization and transparency reformation of the legislative process in state history, which required that all bills and amendments be filed electronically and the public be provided access to all legislative documents.

“I’m excited to join an organization committed to limited government, liberty and individual initiative,” said Kintsel. “My passion is for Constitutional law and the principles of federalism, and I look forward to developing ideas and initiatives that advance the cause of freedom in our state and nation.”
