List Of Bills Governor Has Signed Into Law

Governor Henry has signed the following bills into law.

SENATE: -SB 1287 - Allows a personal representative of any deceased heir, devisee or legatee to enter into probate procedures.
-SB 1679 - Moves penalty clause from sub-subsection to a separate subsection, so as to apply to all subsections.
-SB 1890 - Makes abortion on the account of the sex of the unborn child illegal. Revokes or suspends the license of any provider who violates this law.
-SB 1891 - Creates the Freedom of Conscience Act. An employer cannot discriminate against an employee by refusing to accommodate the religious beliefs of said person as it pertains to abortion, human embryos, fetal transplants, or euthanasia.
-SB 1902 - Regulates the prescription of RU-486 or mifepristone and its use in inducing an abortion.
-SB 499 - Clarifies language of funding limitations and operations; extends exemptions for dual office positions to members of the Council on Judicial Complaints.
-SB 1938 - Designates that the venue of action in cases involving a deprived child to be where the child resides or has resided for six months before the filing. If the venues designated for action are unknown, the venue can be where the child was found.
-SB 2039 - Adds electronically stored data, and provides procedure for how said data should and can be presented. Amends procedure concerning claims of privilege.
-SB 2040 - Mandates that a fee pertaining to civil court proceedings employing a jury be paid at the time of the pretrial conference by the party requesting a jury.
-SB 2170 - Creates the Task Force on Standardization of Courtroom Security Procedures. Task force remains in effect until November 30, 2010.
-SB 2201 - Executors of the estates of deceased persons and the guardians of estates are authorized to enter into contracts with companies or the State of Oklahoma for constructing, operating, and maintaining wind energy conversion systems.

HOUSE: -HB 3026 - Creates the Commissioners of the Land Office Modernization Act, delegates authorities, membership, funding, investment, audit, bidding, and zoning requirements of the Commission.
-HB 3312 - Authorizes counties to use an online reverse auction for the purpose of obtaining bids for the purchase of goods or services as an alternative to other bid-obtaining methods, and provides procedural guidelines.
-HB 1740 - Limits the issuance of bonds related to the Oklahoma Centennial Botanical Garden Authority.
-HB 2281 - Extends the sunset of the Electronic and Information Technology Accessibility Advisory Council to 2014.
-HB 2282 - Continues the Group Homes for Persons with Developmental or Physical Disabilities Advisory Board until July 1, 2014, in accordance with the provisions of the OK Sunset Law.
-HB 2283 - Extends Sunset of Engineers/Surveyors Bd., Accountancy Bd., Architects/Designers Bd., Funeral Bd., Long-Term Care Bd., Marginal Wells Comm., Minority Teacher Recruitment Comm., and Group Homes for Disabled Bd. to 2014.
-HB 2284 - Amends the current statutes to push forward the sunset deadline for the Board of Governors of the Licensed Architects, Landscape Architects and Registered Interior Designers of Oklahoma from 2010 to 2014.
-HB 2285 - Amends the current statutes to push forward the sunset deadline for the Long-Term Care Facility Advisory Board from 2010 to 2014.
-HB 2286 - Amends current statutes to push forward the sunset deadline for the Oklahoma Accountancy Board from 2010 to 2014.
-HB 2287 - Amends current statutes to push forward the sunset deadline for the Commission on Marginally Producing Oil and Gas Wells from 2010 to 2014.
-HB 2288 - Amends the current statutes to push forward the sunset deadline for the Oklahoma Funeral Board from 2010 to 2014.
-HB 2289 - Amends the current statutes to push forward the sunset deadline for the State Board of Licensure for Professional Engineers and Land Surveyors from 2010 to 2014.
-HB 2299 - School districts cannot hire licensed teachers on a temporary contract for more than four semesters.
-HB 2655 - Repeals sections of law relating to service credits for persons in county retirement systems.
-HB 2837 - Amends law so that it applies to "certified" crime stoppers organizations. Changes the authority that certifies programs from the Office of the Attorney General to the Oklahoma Crime Stoppers Association.
-HB 2862 - Modifies Wildlife Conservations Comm. special use Passport by changing name and location requirement to include land owned/designated by the commission, specifies 3 day validity period, cost of fee, and exemption for said permit.
-HB 2969 - Wreckers are no longer allowed to use flashing red and blue lights at the scene of an emergency. Amber lights will be used instead. Within two hours of a wreck, the towing service will provide info to the local police department.
-HB 2992 - Mandates that notices of payment to contractors from the state specify manner of payment. Should payment be in bonds, a 15% interest rate per year shall be put on that bond. Payment shall be given within 60 days.
