Why is this man still the mayor of New Orleans? Best known among 2nd Amendment defenders as "Ray No-gun" for the illegal confiscation of legally-owned firearms from law-abiding citizens in the wake of Hurricane Katrina, he's uttered statements that have made him a laughing stock.
